    摘要:

    随着我国电力市场化快速推进,参与市场化交易的电力用户数量剧增,不同用电需求的电力用户入市交易。根据国家发改委可再生能源配额制文件要求,各类市场主体应承担可再生能源消纳任务。在这种发展趋势下,研究如何让售电公司在批发市场中发挥对价格波动的平抑作用,在零售市场中发挥电价调节供需关系的作用,用以解决清洁能源消纳问题,是建设多元性、开放性、竞争性的零售市场的关键要素。本文首先介绍了国内外零售市场建设情况,并根据我国电力市场化改革形势,设计出符合我国国情的,可满足清洁能源配额制对各市场主体的激励要求的零售市场交易机制。在此机制下,分析配额与零售价格的关系,提出考虑配额与电价联动的零售套餐设计方法,为售电公司在批发、零售两端体现协同作用,在电力市场建设和清洁能源配额制履责提供有益参考。

    Abstract:

    With the rapid development of China's power market, the number of power users participating in the power exchange market has increased dramatically, and power users with different power consumption characteristics and energy demand enter the market for transaction. According to the requirements of the renewable energy quota document written by the national development and reform commission of China, all kinds of market entities should undertake the task of renewable energy consumption. In this background, the study of power retailer to stabilizing the price fluctuation in the wholesale market, and the research of regulating the relationship between supply and demand by electricity price, became very important. This research is the key factor to build a diversified, open and competitive retail market. This paper first introduces the construction of retail market in domestic and overseas. Under situation of the electricity market reform in China, it is necessary to design a power exchange mechanism that can meet the requirements of clean energy quota for each market participants, and to formulate a new retail market mechanism that reflecting the synergy between the wholesale and retail market. Using new mechanism contributes to the construction of power market, and fulfills the responsibility of clean energy consumption.
