电力科研型企业主要从事电力运行、检修等专业技术支撑，以提高电网运行安全、解决生产现场技术难题为 目标，以研究开发资金项目为依托，开展新技术研究、新标准编制等，其综合计划管理与一般供电公司存在较大差异。 基于电力科研型企业的特点，探讨通过“三级管控”模式，提高投资计划完成率等指标，实现综合计划管理提升。

Abstract:

Power scientific research enterprises are mainly engaged in power operation maintenance and other professional technical support． Ｒelying on the research and development funds projects，they take improving the operation security of power grid and solving the technical problems on the production site as the goal to carry out new technology research and new standards preparation，etc． Their comprehensive project management is quite different from the general power supply companies． Based on the characteristics of power scientific research enterprises，how to improve the completion rate of investment plans and other indicators is discussed through the " three － level control mode" to achieve the promotion of comprehensive project management．
